Taking an emotional support animal in a rental property? Here’s what you need to know

emotional support cat

The rise in ownership of emotional support animals recently opened discussions in Boise, ID as to the owners’ rights to bring their animals with them in rental properties.

The federal Fair Housing Act allows people who own emotional support animals in rental housing in the same way as service animals, provided that the animals are certified by a qualified medical professional.

According to Rebecca Wisch with Michigan State University College of Law’s Animal Legal and Historical Center, to get the animal certified, the owner must be diagnosed with a disability by a doctor or psychiatrist or another provider, and the provider must find that an animal can help the treatment.

Landlords are concerned with people who fake emotional support animals and the potential property damage the animals might cause.

Idaho has laws on misrepresentation of emotional support animals and is punishable with a fine.

Do you have an emotional support animal?

A lot of people have pets. Most are considered as members of the family, but some do more than usual.

Many people confuse emotional support animals with service animals.

Canines for Change is a non-profit organization that trains service dogs for people with disabilities, and Executive Director Nikki Brown says service animals can give emotional support, but they’re also trained with life-saving skills.

Emotional support animals, however, are not required to be trained, but they do provide comfort for people who have emotional issues, according to Psychologist Reema Beri.

While service dogs are allowed anywhere as stated by the Americans with Disabilities Act (ADA), emotional support animals do not have the same access as they are not considered as service animals.

It is highly encouraged to call the establishment first to be sure if your emotional support animal is allowed to tag along.

September is National Service Dog Month

service dog month

Formerly called National Guide Dog Month, the National Service Dog Month was established in 2008 by Dick Van Patten, an actor, and animal advocate, after he was inspired by a visit to Guide Dogs of the Desert in Palm Springs.

The fundraising that he launched to benefit guide and service dog training schools shortly became an annual celebration.

A lot of service dog organizations have two main objectives: to provide trained companion animals for people with disabilities and to save rescue animals’ lives from dying in shelters.

The work that these service dogs do is therapeutic and helpful to the humans that they care for. This month is dedicated in their honor to raise awareness and to appreciate the amazing work that they do for people across the country.

author and service dog

September is dedicated to raising awareness and showing appreciation to service dogs.

In celebration of the National Service Dog Month, Sassafras Lowrey, an award-winning author, and Certified Trick Dog Instructor shares her first-hand experience with her service dog, Mercury.

She had Mercury when she was diagnosed with Post Traumatic Stress Disorder (PTSD) at a young age of 18. The service dog was very instrumental during her treatment who was trained to alert her when there are changes in her body and if there’s an incoming panic attack.

Psychiatric service dogs are protected the same as other service dogs. According to the Americans With Disabilities Act, a service animal is defined as a dog trained to perform tasks or work for a person with a disability, including those with “invisible disabilities”.

Proposed bill to penalize lying about service animals in Massachusetts

lying about animal

It seems like it’s becoming more rampant these days that pet owners pretend their dogs are service animals.

The A Bill H 3657, which was filed by Rep. Kimberly Ferguson, will give a civil infraction for people who lie about their dogs to be service animals to get special treatment.

“This is a bill about fraud,” said Ferguson. For the first offense, violators could be fined up to $500 and/or do 30 hours of community service for an organization related to people with disabilities, while a harsher penalty will be imposed succeeding offenses.

Training will be done by the Massachusetts Office on Disability to better equip police officers and animal control personnel in catching violators.

So far, almost half of the 200-seat Legislature has expressed their support for the bill.

West Virginia opens schools for service animals

service dogs in schools

In West Virginia schools, service animals are allowed to aid students with disabilities.

Kristin Anderson, Communications Director of West Virginia Department of Education, says the districts must make reasonable modifications to allow service animals in school with the condition that they may also remove them from school should they be out of control or should the students be unable to effectively control them.

Harrison County Pupil Services has two service dogs supporting the students. According to its supervisor, Dr. Vic Fisher, they only require a letter of intent to be submitted to the superintendent at least 10 business days before bringing it, stating the need and the tasks that the service animal can do in relation to the disability.

Additionally, there should be proper documentation coming from a licensed veterinarian containing the health certificate and proof of immunizations and vaccinations.

Headteacher brings his dog to work to provide therapy to students

therapy for students

Selkie, a 4-year-old Labrador, is dubbed as “The Pupil Whisperer” and is now a regular at the Bickley Park School in Bromley, South East London.

Headteacher Patrick Wenham brought his pet Labrador to school to help students who are suffering from cynophobia or more commonly known as the fear of dogs. Selkie also acts as a talking therapy provide where children can tell her their problems without judgment.

Selkie has already helped a 13-year-old pupil get over his cynophobia.

According to research, stroking animals can help with relaxation. Wenham says life can be very difficult for those suffering from cynophobia, and Selkie has proven to be an invaluable part of the school community by acting as a pupil therapist. She’s looking forward to helping more children in the future.

Retired teacher trains dogs for therapy and service

dog with students

In 2016, Edie Ronhovde who used to teach in the Fremont Public Schools system got into therapy and service dog training through her friend, Anne Echtinaw, a special education teacher at Fremont Middle School.

She used to bring her dog to class. Her dog was certified by Domesti-PUPS, a Lincoln-based nonprofit organization that provides therapy dogs, service dogs, and trained rescue dogs.

Fast forward, Ronhovdes and her husband Mike are now part of Domesti-PUPS’ Edu-PUPS program for educators. Before retirement, the couple would bring their dogs to their respective schools to help de-stress the students in their math classes. Nowadays, only Mike is doing it, but together, they also go to see residents of Nye Legacy, a rehabilitation center.

In a few days, Ronhovde will be teaching K-9 Good Citizen Class at the Masonic-Eastern Star Home for Children and she has a full house already.

Military veteran family in Napa Valley trains service dogs

napa service dogs

In Napa Valley, Jackie Martin and her family created the Napa Service Dogs, a non-profit organization that adopts rescue dogs to be trained to become a therapy dog or service dog and then given for free to veterans who might be struggling after coming back from military service.

Jackie’s family have all served the country with her husband in the Navy, two sons in the Marines and another serving as a reserve. This drove them to pay it forward by matching a rescue dog to American combat veterans suffering from Post Traumatic Stress Disorder, Traumatic Brain Injury or physical disability.

The dogs are trained by local animal training expert Dan Cartwright who has more than 40 years of experience in training animals.

For more information about Napa Service Dogs, you may visit Napaservicedogs.com or call them at 858-337-8216.
